15kg of powders, which includes that in loaded cartridges. I'm not sure about primers though...

I was always led to believe that primers were just counted in the 15kg - which could equal a lot of primers!

It's 10Kg of "shooters powders" plus a choice of other things, including another 5Kg of powder, loaded ammunition, primers etc.etc.

http://www.hse.gov.uk/explosives/licens ... /index.htm

The guidance is badly worded, they include nitrocellulose together with black powder under the one term of "shooters powders" it really should be re-done.
