Shot and slug

I was just wondering as I plan to make my experimental 410 loads.............
At what point does the shot become a slug and therefore needs licencing?
If my 410 load has one SSG shot or similar is that classed as a slug? is the licencing down to the number of shot in the load or the size of a single shot?
