At this stage it is Tabled, as far as my understanding this means it is being considered, not yet law.
So to say "no longer section 5", and "can now" be shot/borrowed is misleading. As of yet the law hasn't changed, however, it does look good, if this goes through.

From what I can see it's at the House Of Commons Report Stage.
It still has to be presented at the house of Lords and then It will be considered by both sides before being made law.

To move the following Clause—
“Firearms: Full recovery of the licence costs
(1)
The Firearms Act 1968 is amended as follows.
(2)
At the end of section 53 insert—
“(4)
The Secretary of State must set the sum payable at the full cost to the tax
payer of issuing a licence.””
Member’s explanatory statement
This new clause would help to ensure full costs recovery of the licencing of guns.

Fine by me, I've never been issued a licence for any of my guns.
Don't know anyone else who has had one either.

Quite so, ooman, quite so. We're just given a certificate to say we haven't blotted our copybook and so our right to own arms has not been forfeit...
