An interesting phone call

My FAC and SGC run out next Tuesday my renewal is in and has been in good time, yesterday the postman delivered my sect 7 permits, all well and good worryingly they expire in November so a long wait on the cards.
Upon inspection of the temp FAC I noted that they had missed out a rifle that I had purchased in December, so today I phoned and left a message with the licensing office, about an hour later I recieved a call back from a nice young lady who confirmed my details and asked what the problem was, I explained and was replied to with " are you going to use the rifle" here we go I thought so with a bit of tooing and froing with her manager the conversation went something like this, her, with your renewal have you asked for any variations, me other than the unfilled slots I have just another 2 .303 rifles, her I'll speak to my manager, she quickly came back and said, if you just keep your certificate as is with the slots you have it will be easier just to renew your certificate and sort out the extra variations when your FEO gets to you.
So I'm expecting my renewed certificates next week and the variations which I'm in no great rush for within a few months.

But begs the question why couldn't they just do that anyway
