If tower75 can do it so can I.
Another hypothetical question. A gun dealer has a target rifle in .308 its in cracking condition he sells it to me for £60 it goes on my ticket as a .308 rifle. I only want the action. I remove the barrel and scrap it. I intend to reuse the action and probably the stock what's the procedure for doing this so its all kept legal.

Just go ahead and do it , when you scrap the old barrel hand it in to either a dealer or the police , get a receipt for it . Buy a barrel blank , thread ,chamber and fit . It is perfectly legal to buy a blank. No proof is necessary if you don't intend to sell it .If you sell it then it must be proofed or sold to a dealer , informing the dealer of the need for proofing. There remains the issue of insurance if you are shooting it at a club on a range shared by others . Check with the club officials that they are happy to have an unproved arm on the range. If you are stalking it may be a different issue as you are likely to be on private land . My fac says something about insurance in the conditions.
