Air Rifles Now Need Licenses In Scotland

"MSPs have passed legislation requiring all airgun owners in Scotland to hold a licence.
The Scottish government pledged to introduce the licensing scheme following the death of Glasgow toddler Andrew Morton, who was shot dead by an airgun in 2005.
The Air Weapons and Licensing (Scotland) Bill also contains tougher regulations on pubs, strip bars, taxi firms and scrap dealers.
It was passed by 92 votes to 17."

'tis all a bit confusin, Mr. Meles.
The original bill as introduced speaks exclusively of "air weapons certificate":

But the briefings at stage three use the term "Licence" widely:
"to clearly define the air weapons to be subject to licensing"

So starts the farce!
With this legislation I will now need to provide "Good reason" to own my sub 12ft/lb .22 air rifle whilst at the same time not needing to provide "Good reason" for my Semi-Automatic 12 bore 2+1 shotgun, I will still be able to give shotgun cartridges to people without a certificate if it takes my fancy but now have to hold one for the aforementioned air rifle...
The lunatics have taken over the asylum!
Of course every estate Chav in Glasgow will happily install the security and register their air rifles with the Police
No of course not, only law abiding members of the public will. I already own Shotguns and Fullbore rifles, I now need another piece of paperwork?! Local plod can barely cope with current licensing let alone lots of air rifles!

Oh and on another note as it is a "License" they are talking about I take that I will be able to ask the Scottish Parliament what local shooting facilities they are going to provide in return.
I license means I should get some form of service in return unlike a certificate!
I wait with bated breath...

So what about the countless thousands of air rifles currently in circulation? They going to arrest everyone they find with a air rifle and no license? Looks like nonsense to me.
I wonder if they'll use the existing firearms framework for this, it seems suited to it, as much as its fit for anything else anyhow...
