Can this be true? If so a huge number of people have just got the right to keep arms for self defence.

They don't even trust the police to carry firearms, so there isn't much chance of them trusting civilians.

Its just been legitimised, any one who wanted to carry a gun just did. Presumably the gulags are full now and they've decided they might as well let everyone do legally what they've been doing anyway for years
