No. Expanding ammo is Section 5 and must be detailed.

Here are the details from the HO guidance 2014. Remember it's just guidance not the firearms act.
4.5 Persons who wish to acquire expanding ammunition for any of these purposes must first satisfy the chief officer of police that they have a ‘good reason’ to possess a firearm for any of the above. Once this ‘good reason’ requirement has been satisfied, the shooter’s firearm certificate or visitor’s permit must be conditioned to include expanding ammunition and, for home loaders, the bullets for such ammunition. The condition should restrict the use of the bullets or ammunition to the precise purpose for which it is intended (see Chapter 3 and 4.7). These exemptions apply only to use in England, Wales and Scotland, as Northern Ireland has their own legislation.

As above, expanding ammunition must be listed on your FAC along with the quarry it's approved for, ie for 22lr something like Vermin, for smaller centrefire, Fox, muntjac etc. for deer there are certain limits as to bullet weight and muzzle velocity (different in England and Scotland).
The only things that have changed recently are there's no longer two listings for the amount you're allowed to hold and the amount you're allowed to purchase, there's just a hold limit now and you can buy any amount up to that limit. The other thing is that firearms departments should now be adding AOLQ (Any Other Lawful Quarry) next to the calibre and specific quarry it was granted for. ie. ".243 and .308 for Deer, Fox and AOLQ"

They used to work it that way when the legislation on expanding ammo and "missiles" (bullets to the rest of us) was first introduced. This was mainly to save them from having every ticket held by sporting shooters returned in order to get them amended. However for quite a few years now any entitlement to expanding ammo or missiles is shown on the certificate.

I doubt it, probably the RFD out of touch with things, which rather surprisingly so many are unfortunately. In fact I am often amazed at how badly informed
some (not all) RFDs are. It makes you wonder why they continue to trade in a business that they so obviously have no interest in?

Keep it to yourself then.
The rest of us don't need to know how it was sorted or what the outcome was, I'm sure.
