Drilling and tapping a few mounting holes - either in the barrel or the action - is the usual way, but sometimes a rail can be fitted to the stock.

I should have been more specific it is for a scope and the action is pre drilled. Would it be better bonded and bolted or is it ok just to use the bolts. It's going on a .308 target rifle. Thanks.

I would say the correct bolts/screws and a dab of loctite.

Well, to follow the example of a well-respected rifle manufacturer ... ... ... Tikka bond theirs to the action using epoxy adhesive as well as screws.

Simplest and most common method is use the right screws and blue Loctite. This gives a strong enough bond for the majority of mounts and if it needs to come off at any point it can without major effort.
There's room for all Gods creatures, next to the mash and gravy :)

I had quite a time removing the rail from my Tikka T3 Super Varmint prior to fitting the cassis system - had to heat it to soften the epoxy, it was seriously gripping the action, so if you don't want your rail to move then this is the answer.

The scope rail on my Paramount is affixed using the correct screws correctly torqued. No loctite necessary.

I didn't really want to have to bond the rail to the action as long as the bolts and or bolt/loctite were strong enough.
The rifle is my target rifle complete with sling attachment and hand stop and iron sights(which is mounted direct to the action)for club comps.
To get more use out of it at other times i want to configure it as a F/TR rifle with scope and bipod for more informal shooting.
As an after thought can anyone give me some idea of torque settings for mounting the scope rail to the action.
