When submitting my variation I requested all the various calibres and for type I simply wrote "Rifle" . As I am looking to buy a straight pull should I have also had to write "straight pull" for those that I wanted like that and "bolt action" for the others ?

Straight pull is a 'bolt action' rifle

Read the small print on the application carefully. It gives as examples under "type": rifle, muzzle loading pistol, etc

If that's the example, follow that level of detail.

When i applied for a variation for another 7.62x54r and a 7.62/.308 i was asked by my FLO what i wanted to aquire and told him a Mosin Nagant and a Lee Enfield (C.O No4 Mk1) and when my certificate came back it specified "Bolt Action" for both calibres. My .223/5.56 slot also specifies "Straight Pull" (not a problem as this will either be an AK or AR variant) so it would appear there is a distinction between bolt action and straight pull.

Wiltshire don't do it that way. The just list the Calibre and Rifle in the authorised to purchase or aquire slots. When notifying them we just list straight pull as bolt action (My R93 and my AK and VZ are listed as bolt action)

Its a Bolt Action, there is no 'Straight-Pull' in law.

I just asked for 7.62/.308 rifle and put the AKM on it so no problem there.

So why have West Mercia specified bolt action and straight pull?

Because like many Firearms Licensing Departments they occasionally make up their own rules and requirements, sometimes sensibly and other times not.
