Importing Parts

Having given up on the idea of restoring a sporterized Carcano I have found a M91 Mosin Nagant dated 1900 with very early sights and magazine, metalwork is in good condition as is the un-counter bored part of the barrel. Sadly the barrel has been cut down to near carbine length. I was thinking of buying on it and making it into a carbine. Here's the problem though, it's missing its bolt head. A friend in the states can easily source one, but I believe it comes under ITAR, but what does it come under this end? Do I need a variation for the bolt head? As its a pressure bearing part

Re needing a variation, what would be the situation if for example I took my No 4 to a RFD for a service, and it needed the next size bolt-head? Could he not just replace the number 1 with a number 2 or would it need to be entered on my FAC and then the rifle sent off to be reproofed? Just curious as I am a newbie, so thanks in advance for any advice.

The RFD would just swop the bolt-head over to the correct one and possibly reproof the rifle. If the new bolt head already had a proof stamp on it I doubt that it would go to re-proof.
