What sort of range and who would use it?
Are you talking about simply a zeroing range to be shot only by those whose conditions on their certificates permit the use of this land?

So what you are talking about is for your own use only and you have the necessary condition on your certificate to permit zeroing on this named land or have an open certificate?
So all you are looking for is the design of a suitable bullet catcher/trap and you have a suitable safe backstop?
