Which parts require a licence

Say I wanted to design / modify some AR-15 parts using an upper and lower receiver as reference. How could I acquire them?
Given I don't have an RFD ticket is my only option to get a slot for an AR-15 (of any calibre) and rip it to bits?

Don't really know what the best options are for you, regarding your question. The way I understand it is, the rule of thumb is any pressure bearing parts require authority to acquire. Not sure how an AR-15 lower fits with that, but I'm sure it would have to go onto your FAC.

Upper and lower receivers are licensable parts, when i got my SGC Speedmaster it had the SGC lower which didn't take the Actinsson (spelling) .22lr conversion mags so i got Mark Bradley to build me one out of the parts from my lower, and a standard AR lower. The additional lower was added to my FAC as a 'receiver' IIRC. Once i sold the Speedmaster (filling in the buyers FAC was fun with the mis-matched serial numbers
) I was told i had to get rid of the spare lower receiver, which i 'gave' to my local RFD, as far as i'm awarte its still there. Should really find out and get it sold!
So back to the original question, you'd need to get the individual items added to your FAC before you bought them. I suppose you could also just get a whole AR instead, but if you started breaking it up into more than one firearm you'd have to get the 'new' gun put on your FAC too, minefield-tastic!
