Does NI and Scotland come under the home office since firearms law is a central government area and not a state law ?

As per my last post (info from BASC Scotland) -
1) This is an ACPO in initiative so only covers England and Wales,
2) Police Scotland has been operating unannounced visits for some time,
3) HO should be followed by the constituent parks of the UK but see points 1 and 2.

The new Home Office guidance states that:

“Where it is judged necessary, based on specific intelligence in light of a particular threat, or risk of harm, the police may undertake an unannounced home visit to check the security of a certificate holder’s firearms and shotguns. It is not expected that the police will undertake an unannounced home visit at an unsocial hour unless there is a justified and specific requirement to do so on the grounds of crime prevention or public safety concerns and the police judge that this action is both justified and proportionate.

It is recognised that there is no new power of entry for police or police staff when conducting home visits. To mitigate any misunderstanding on the part of the certificate holder the police must provide a clear and reasoned explanation to the certificate holder at the time of the visit.”

As far as Police Scotland is concerned visits are performed by FLO's and Uniformed Officers.

I still do not get why our organisations are not simply advising us to tell the Police to go away... This whole thing relies on our co-operation, so we simply say No, and it goes away.

If the police have " concerns " giving them a reason to visit you they are not going to go away , are they ?

I said if they have concerns , ie your neighbour has reported seeing you with a gun . Then you haven't got any choice but to cooperate . Maybe the shooting organisations this is a NO win situation , that's why they aren't saying different .

No, they still have no right of entry unless the neighbour has reported it now, and they have good reason to suggest something is currently going on. Them investigating a report fron yesterday is not a valid reason to gain entry.
