How about this one.... It might take eight months for a variation I've requested, but as that tie frame will coincide with my renewal, it could very well be over a year for the whole process!

https://www.gov.uk/shotgun-and-firearm-certificates actually says:
"A certificate usually lasts 5 years from the date it was issued or renewed." So, if they fail to renew on time, then it should be from the date it it re-issued.
It does seem a bit of a moveable feast to be fair. If you are paying for a 5 year license...
I suspect what he actually meant was they could not change the issue date out of hand

Another thought on this:
What about when someone decides to move from separate date to a pair of co-terminus certificates? One will have the expiry date "changed" even if it is a surrender and re-issue.

That seems slow for Surrey, I've had two variations since December and each one took less then a week from posting the form to receiving the new cert.
Surrey: One-for-one arrived after 7 working days.

Hants are running at 8-12 weeks for a 1-4-1.
