To be honest of all the misnomers used and propagated by the government/police when it comes to firearms i think i have least issue with this one. First online dictionary search definition of 'dangerous';

1.
full of danger or risk; causing danger; perilous; risky; hazardous; unsafe.

2.
able or likely to cause physical injury.

#2 Is a fairly relevant, but with the emphasis on 'able', rather than 'likely'.

I suppose if you changed the phrase to "potentially especially dangerous" it would be more accurate but starts to become a bit of a tongue twister.

I should have been more specific and stated define "especially dangerous" with respect to firearms.

These people possess limited mental capacity, understanding and aptitude in grasping facts and truths.
