If I remember rightly one or two of the Western Morning News' editorial team follow me on Twitter. Might publicly enquire what they're playing at by randomly deleting comments and ignoring contact requests.

Gaz, it's called manipulation to drive an agenda, most if not all news stations do it. it should NOT be allowed but hey, they do what they want don't they.

Anyway, if they are so worried about costs it's simple, one permit till you're 70 same as a driving licence (or better still 105), . It can always be revoked or have penalty points added if you screw up, just like a driving licence.
