... but what is "normally loaded"?
Take my 45-70. The 50th edition of the Lyman reloading handbook give a load of 43gr of IMR-3031 with a 330gr cast bullet to give a muzzle velocity of 1338 fps and an ME of 1312 ft.lb - all well within my range limits. It also gives a load of 41gr Varget with a 535gr bullet giving 1308 fps and 2033 ft.lb - NOT within my range limits.
Is the lower load downloaded or not??

Exactly, again this is my point about the meaninglessness of "downloaded" unless it clearly states downloaded from what and velocities energies and bullet weights are given.

There are no regulations that say you cannot use ammunition loaded appropriately for specific range limits, however there do seem to be local rules which poorly try to cover a certain hypothetical eventuality for reason which seem to be that they cannot be bothered to manage the range and its users for the benefit of all types of shooting.

Dromia,

I am not arguing with you and agree with many of your points. However there is a letter on our noticeboard at the club from the NRA regarding this, and the decision is made.

As someone said, Our club, our rules. I could move clubs, but I have plenty I can shoot there and I like shooting my .308 stoked up as it was designed, not turned into a .22 so I am happy enough.
