well surely the proof process is just that.

You obviously don't know much about type approval. After the testing authority has taken one of your early production cars off the line and crashed it into a concrete block at 40mph, they don't expect a customer to buy it and drive it away.

I think that the Manufacturer pays for Type Approval.
The end user/importer pays for Proof.
Is this correct?

Officially correct, though you could argue the end user pays for Type Approval too as it'll be thrown into the dev costs that will need clawing back :P
