Because in the the Russian and Ukrainian warehouses 54r tracer is mixed in with API ammunition and no one can be arsed to sort it out and UK dealers are reluctant to order it as they could/would end up with loads of illegal (section5) armour-piercing incendiary rounds they can't sell.....at least not to us.......so bringing in palletloads of standard light ball is the obvious choice.

Practically speaking, I wonder why tracer is mixed in with the API? Is this by design as in it's mixed in the can or accidental in that it's mixed cans on a pallet. IIRC when I was in, we mixed tracer in ourselves to something like 1:3 or 1:4 but the tracer always came in it's own appropriately marked cans.
