Difference is the DE (Defence Estates) want people shooting with a muzzle energy in excess of 4500 joules to have a separate signature on their SCC's and confirm zero at 200m before shooting. This has to be managed by and RCO qualified to control HME rifles and the record of zero is then signed off and kept as a legal document for one year (I think)
A special target is used and the shooter has to hit a back marker, the adjust elevation to 600m and shoot five further shots into a rectangular target area, the idea being if you put five consecutive shots into the 600m 'target;' then you are safe to shoot.
Exactly what you can shoot regarding HME is down to the Range Orders so .338 Lap/50BMG still may not be allowed.
