Back in the day muzzle loader shooters would fire there firelocks over snow or white sheets laid on the ground, gradually increasing the charge 'till unburnt powder kernels started appearing in front of the muzzle. That was the maximum load for the efficacy of the powder. In creasing the charge beyond that was just diminishing returns.

I must say I've had some pretty variable BP of the years, from really crisp Swiss powder to stuff I believe was made from goats turds. Any amount of weighing or volume measurement must depend on the individual quality of that particular batch of powder.

I guess it wouldn't work with smokeless powder?
