If you read Sniping In France by Major Hesketh Pritchard, he does quite a bit of whinging about the offset scopes. The book was published in 1920, and he himself believed it was so the rifles could be charged like a normal rifle for rapid fire. He hated the offset and frequently tried to have it changed but felt frustrated by shines arses in the war office.
He was one of the people that developed sniping and the use of telescopic sights during WW1 for the British Army.
