The soft lead centre will cause the bullet to flatten if it hits a hard object and is less likely to riccochet than a jacketed bullet. This is not a hunting bullet, it is strictly a target bullet so I have no idea what uk legislation you are referring to. When striking a hard surface, the bullet behaves as a cast bullet.

Most indoor ranges and some outdoor ranges do not allow jacketed bullets because, among other reasons, they consider them at greater risk of riccochet....not my conclusion...not my decision...I have watched lead rimfire bullets skipping off the grass on many ranges. I do not control ranges, I just adapt to suit the range rules and the H and N bullet is a very useful adaptation.

So they are kidding themselves on with this ricochet thing then.

If they are kidding themselves with these rules what else are they kidding themselves about safety wise?

Don't sound like ranges I'd wish to shoot on.
