My force (Durham) also loves to put extra requirements in with applications/renewals etc. If they spent less time thinking up unnecessary additions that aren't part of the HO guidance or firearms laws in an effort to look good after their Horden shootings cock-ups they'd be able to provide a more efficient and cost effective service.
