I wonder, is the criteria that there is factory made ammo and that ammo is on sale in UK?

I'm trying to go to other direction - FAC to Sec 58 - by getting 9mm Largo (Bergmann Bayard) added to the obsolete calibre list. I hope to get a reply regarding what criteria/evidence they need in the next couple of weeks.
