The RFD is just handing over your firearm after checking you are authorised to possess it (i.e. in this case the seller has written the appropriate details on your FAC).
If I understand your post correctly how you are doing it is not the way it is meant to be done. The latest guidance tries to reinforce this.
If the RFD sells it to you then he is the transferrer and will write on your FAC and also notify the police. The previous owner will let his police know it has been transferred to an RFD, but if you buy it from the previous owner directly (through GT, the equipment exchange on FB, any other distance selling method) then all the paperwork is done by you and the original owner, not the RFD(s).
The Guidance also allows for electronic means of notification (with suitable recording of the fact).
