That is exactly the case, the ingredient was dichloromethane (also known as methylene chloride) and it was banned from general use by the EU around four or five years ago. It can still be used in industry provided suitable working practices are used - which is handy as we have it at work. Sadly I can't bring it home though...

Their advert on eBay uses comic sans so that should be enough to not buy it!! Looks like it contains dichloromethane so should remove paint & finish pretty good!
Are you wanting to strip the varnish or remove the colour coat as well. To me varnish is the clear top coat applied after you have coloured the stock with shellac or a stain. The varnish is easily removed the colour coat is a different matter. I use methyl propionate for taking varnish off.

Diall has stipped several stocks for me with absolutely no problem at all. I think the paint finish on bikes is totally different to varnish on stocks.

On the occasions I've bought the stuff it came in sturdy spill-proof packaging via courier. I suspect the reference to the Royal Mail is for other listings on their Ebay - a general template.
