well its not all that hypothetical, but its not my place to say any more than that.
When guns are outlawed, only Outlaws will have guns

Oddly enough I'm dealing with something similar which we will know the result of in the next few days or weeks but again I cannot go into detail. As to photographs and descriptions I started doing it a few years ago for insurance purposes and with some items (Sec 7.3) as part of the 'Research' paperwork that can come in useful for variations / renewals. Fire is the biggest danger so it's worth having details on a USB stick somewhere OUTSIDE the house even if it's a relatives house or hidden in a garden shed.
We all MEAN to do it but rarely do and if we do we do not update as often as we should but that's life!

I have had direct contact with a couple of similar examples of "carefully handled in storage".

Strangely enough, both guns were Remington 870's.
One was a while ago. A nice Wingmaster.
Been taken from the certificate holder & stored by the police.
Time passes. The "gun" is returned....sort of.
No barrel. Lost in storage!

Second one was a normal 870. Mint new condition; he'd just bought it.
Taken off certificate holder as he was found guilty of a thing or three.
Stored by the police.
Owner with no certificate gives permission for a mate with SGC to have it instead.
Chap collects it.
Complete rust bucket. Looks like it had been stored in a salt water environment.

If the public treated police equipment the same way it'd be a criminal offence! (For state supplied ISSUED items, not PRIVATE PROPERTY...!)
