The problem is, of course, that no sort of filler or angle iron would ever cause more than a slight inconvenience to someone wanting to jemmy the cabinet off the wall. Most of my cabinets are bolted into brick walls, but they'd still take seconds to get off with a big enough bar.
The Police just need to acknowledge that "reasonable security" means having the firearms in a locked cupboard/cabinet that will prevent a casual sneak-thief from picking them up.
On my last inspection, I happened to have one cabinet detached from the wall, as I was in the process of moving it elsewhere. Not a problem for the FEO, but anyway I said "try and steal it". It was a Brattansound 12-gun cabinet with about 18 rifles in it. He couldn't even get a grip on one end of it, let alone lift it off the floor...

agreed
The deterrent is for the opportunist thief, a determined thief with a bit of time and the right equipment will defeat most gun cabinets and fixing systems.
so stick with the caulk and paint, if nothing else it will look nice.
