On a slightly related note:

I've not researched this fully (so don't shoot the messenger) but, apparently, armed self defence is lawful under ECHR ~ yet HMG choose to 'unsubscribe' from this part of the legislation which they normally so doggedly adhere to.

Handguns are still legal in NI, IoM and Jersey and many other parts of the continent.

Discrimination? I thought we were Europeans, komrade?

Strictly speaking, armed self defence is perfectly legal in the UK as a whole, as long as the circumstances dictated so and it was reasonable in those circumstances of defence. It's going prepared in public with "arms" that has been legislated against, but then, there is another argument that the legislation that prohibits that is null and void as it trounces Common Law and the Bill of Rights....

Read Richard Law of the Shooters Rights Association's 'Does The Trigger Pull The Finger?' it goes into this in some depth along with many other firearms legal matters, along with a suggestion as to how certification should be done. (He is an expert witness in firearms law)

One of his arguments is that everything we have is a certificate not a license, as a license is a restriction that infringes on our rights, a certificate legally does not.

The Bill of Rights only gives the right to bear arms to Protestants. Moreover, it's been ignored for at least a century despite being statute law. Unless someone has the money to bring a court case based on it, it's dead because our lords and masters will continue ignoring it.

As for common law, well, unless you have the details from an official record of some sort that's a non-starter. Same reason as above; our lords and masters will ignore laws that are old enough for them to get away with ignoring.

Not trying to be an arse (who, me?) but that's the reality of our situation.

That the Subjects which are Protestants may have Arms for their Defence suitable to their Conditions and as allowed by Law.'

This does seem a tricky statement, however earlier on in the Bill of Rights it states

'Disarming Protestants, &c.
By causing severall good Subjects being Protestants to be disarmed at the same time when Papists were both Armed and Imployed contrary to Law.'

My understanding is that the Protestant part is merely a confirmation to them, I'm no legal expert whatsoever, and someone please correct me, but I think the issue is the 'as allowed by law' part

Not all civilians, just those that are seen to be at risk of terrorist attack.
There are currently 3234 personal protection weapons held on firearm certificate in Northern Ireland
Not including police.
Personal protection weapons
64 The Chief Constable considers that generally it is not in the wider interests of public safety
for members of the public to have firearms for personal protection. However, in the prevailing
circumstances in Northern Ireland where people’s lives can be at particular risk from terrorists,
he is prepared to make an exception to this general rule.
In considering whether an applicant has a good reason for a firearm certificate for a personal
protection weapon (normally a handgun) the Chief Constable must be satisfied that there is a real
and immediate risk to his life from terrorists. In making that determination the Chief Constable
will normally consider whether the person is at specific risk or occupational risk.
