Your intentions may be good but I would advise you to re load for your own use only.
Do not give any ammo you have re loaded to any one else to shoot in there own gun.

In the 1970s we consumed vast quantities of pistol ammunition and we had a club re-loading syndicate. Brass and primers were purchased in bulk from syndicate funds, lead was scrounged. We each had a job: de-capping and cleaning brass, priming brass, casting bullets, lubrisizing bullets etc. As I recall, lubrisizing was carried out by a truck driver who had the equipment set up in his cab and produced sized and lubed bullets while waiting for loads. Once a month, we met in my garage and each individual loaded his own rounds, paying the syndicate a set price per round. If a member bought a new gun of a calibre we didn't have, the sysndicate purchased brass, dies and so on. Once every few weeks, we would drive to John Longstaffs place in Pudsey and spend an hour or two haggling over prices. We bought the club .22 ammunition on the same trip. It worked for us, and we never ran out of money.

Over here we have a standard unwritten rule.

Unless you are buying from a licsenced Ammunition manufacturer, NEVER USE ANY RELOADS YOU DID NOT LOAD YOURSELF.
(Unless you trust that person 100%)

My Shooting partner Tommy and Myself, teach free basic reloading and bullet casting classes.
These are just the basics. Safety, how to use manuals and load charts, and equipment set up. Enough to show it is not hard, or scary just be very carefull.
Then have some one on one, hands on reloading.
We also teach that same rule. You load it, you shoot it.
