I must be doing something wrong in my cleaning, i used a boresnake wet with hoppes cleaner/oil, pulled through a couple of times, then some forrest bore foam, left for 15mins, nice blue lumps left, then pulled through again with boresnake a couple of times, then i soak the end in just gun oil and pull that through, with a couple of squirts down barrel before I put away.
So where am I going wrong, not through enough clean? or ammo issue?
Use standard looking russian surplus.

I pour an entire kettle full of boiling hot water through mine then while the steel is red hot-spray copious amounts of WD40 through the barrel to displace all the water.

Then i rod it as normal and oil.

Break Free has always impressed me with its capability to stop rust. On external surfaces a rub with the finest wire wool and Break Free is perfect.
