Optisan is MTC, not Vortex and they are a budget brand that seems to have a Marmite following. I had a 4-16x MTC Viper on a rimfire rifle a while back and it was fine for that sort of range. It did milk out in strong sunlight at the top end of the mag range though

As above, the Vortex has better glass and a much better after sales/warranty.

20 years ago, Chinese optics could be very poor but, they eventually discovered the art of lens making. However, build quality, accuracy of adjustment etc can leave much to be desired.
But, on a rimfire at short ranges, many Chinese scopes are acceptable for plinking. When it goes wrong you bin it.
Fox Firearms however do sell a very acceptable Chinese scope at the realistic price of £150 for the 8-32 and I can vouch for the quality. It's an acceptable 'starter' scope.

Sam, I sincerely don’t wish to appear rude, but how does that work? My wife has a friend who is legally blind, can get a train and work, but can never drive again and most certainly couldn’t shoot a gun!!

Don’t get me wrong, I wish your lad every success, but when sight is such an integral part of the sport…

There are various levels of blindness. Below a certain level of sight you are registered blind even if you can still see some things. My guess would be he can still pick out a black circle on a white background even if the image quality is poor. I am registered deaf but still communicate with people perfectly well. It is only when people call my name from behind me, or mumble that I miss it.
