Read (or reference the single page that covers the discussions that took place which led to the 1920 Firearms Act) in a book called "Whitehall Diaries" - Jones?
Studied that & several other publications from the early to mid-1920's as part of the Revolutionary Europe module on the final term of my War Studies degree

I covered/compared firearms legislation in the UK, Germany & IIRC Russia - still have the essay stuck away somewhere
