I can't get to the document from my phone but under the VCRA you do need a ticket to buy primers but not nitro powders. I've bought powder from Kranks and not been asked for my ticket.

All you need to show is your SGC in order to buy the primers. There is no requirement to produce any certification to buy nitro powders. Your dealer should know this, there should be no issues.
The irony is, shotguns are actually exempt from the provisions of the VCR Act, but, as some shotgun ammo does require other primers, again your dealer should know this and a quick explanation should suffice.
