Sadly he's not a unique example of Police Scotland's approach to administering the firearms laws as they're written.
Better to use the overzealous bully boy routine.

Personal agenda or local "targets" may be of some relevance...or a complete novice/bad apple.

Unless a complaint goes in this FEO will continue as is unchecked.

Have a solicitor write to the Chief Constable asking what's going on and why. Keep a copy of the reply for future reference.

Does a club have to record each user of each club firearm on each attending occasion? as they may use one, some even all?

Our club rifles are signed out using your membership details. I guess they just keep these on record? As for attendances, each visit your books stamped with the date & signed. Assumed all clubs worked this way?

My club you fill in the attendance sheet with name, club membership number and calibre of firearm/s being used.

we are a small club, dont bother with membership cards numbers etc, all our rifles are in a heap on an unused FP, members pick one & might use a few. They rotate about. Some members bring own guns - i tell them keep a record (note book like you) & ask me as RCO to sign it or put it in the club attendance book but its their responsibility to generate a record of use. People often have a go on each others rifles.

For club guns, on the club FAC I could record every member uses every rifle each time they come.............recording individual member use of club rifles by club members seems utterly pointless.............

Other than possibly the question over what was said regarding rooks and crows it doesn't sound like the FEO was doing anything wrong other than being overly zealous.
Is he/she a new to the job or was there a reason for this?

The conditions that clubs have to follow for their Home Office approval changed on the 2nd Feb. Worth noting that the club now has to keep a record of the exact firearm used, not just the caliber. Just working on a new Range Log..

I thought it was too much, that behaviour. However we had a similar experience way back when, it turned out the FEO in question had approved someone for an SGC who then promptly shot his wife/mother-in-law.

Next time we saw him he was excellent and was a top chap for the duration we knew him, he eventually retired.

There is always a reason for someone's behaviour. However what is important is that the FEO kept to the law, if not then is it time to address the situation with the chief constable, if that does not work then contact BASC/NRA/whoever rocks your boat.
