The maker will crimp the tube but it will still have go to the proof house, where they are tested then stamped as a section 2 shotgun.
An RFD can covert it back to section 1 without reproofing as that is how it was made.
Going back to section 2 it will have to back to the proof house & stamped (cost about £60 + postage + cost of crimping tube)
The S1 converted to/back to S2 will need a restriction certificate issued by a Proof house regardless of if the work is done by an RFD or the end user.

A priority proof is currently around GBP27.50 plus VAT and I cannot see why an S2 restriction check should cost any more and yes, I cannot think of any reason why Proof would need checking again.
