Police press officer spins from the hip, makes force look silly. I don't think they're actually using rifle scopes in lieu of binos.
That said, if they are aiming loaded weapons at people, that's a genuine public safety threat. Imagine the reaction if we muzzle-swept the cops who take over Short Siberia during the week on the grounds that we were birdwatching with a scoped Tikka...

Day one, week one of the basic Police firearms course -
Rule one - Never point a firearm at anything or anyone unless you are in a situation requiring the destruction of that person or thing.

Hell they even manage to get that bit wrong - no wonder they keep firing the things carelessly.
RULE 1 Treat every gun as if it were loaded (it usually is).

BTW you need to request access to GoM, no longer enough to qualify I believe..come on in, they're nice people..they do not eat their kids as some would have you believe..
