Oddly enough my initial reaction is I am not that interested in bullet drop and MV's are not of huge importance as long as it gets to the other end where it should be. having said that the very first thing I do when researching a new load is check QL to see what the MV is, then straight into a ballistic app to see what this gives me in elevation clicks at the other end. This all stems back to many years ago when I first started using a S&B which only had 13,1 mils of elevation so shooting at 1200 yards with a 7,62x51 had to be on a warm day. These days I still use the 'scope on one of my rifles however it is not running a different cartridge so running out of elevation is not so much of a problem.

I have had in mind for some time building a No.4 along the lines of an Enforcer but in .303" and specifically for the SMK bullet , I have a donor No.4 and a 303 heavy barrel blank , the only fly in the ointment is having to buy a 303 reamer for one job.

I hope you have plenty SMK bullets or that they do not change the spec! In the old pistol days I did OK with a Smith and Wesson 586 that would shoot practically anything when others had trouble with getting either 'Their' powder or 'Their' bullets. My Winchester 94AE was good to start with in that it would shoot RN / WC / SWC in either 38 or 357 brass. Then after the lifter broke it got fussy and now only takes 357 cases. Whist I agree a 'Tight Spec' rifle could be very good I think there is a point where unless we are VERY good shots improving our technique and consistency will provide greater gains that improving the rifle or ammunition.

As to your project do you really need to buy the reamer? Would it not be cheaper to get someone to do the job or to ask around to hire / borrow one / find someone else to share the cost with?

That's why my Enforcer project will use a donor heavy barrelled Mk 2 No 4 or T4 target rifle as all I'll need to do is mount the Pecar Scope and appropraite butt as I've fortunately got a 7.62 Mag that should do job.
