Not that I'm aware of, I just signed my lad up for Junior Life Membership which currently offeres the best rate for junior membership up to the age of 25.

It may not even be fulltime education, just U21. I've seen an email from the NRA membership department confirming that they'll honour the offer, which is in the membership section of the 2014 Bisley Bible. I'll write it up once I've heard back from the chap who did the legwork to get it confirmed.

2014 Bible says Membership Rates for 2014 (some have since gone up)

Under 21 years of age - Free for the first three years
