I would say anything higher than 3K in my club is unusual.

It's not uncommon in some clubs, I can list around 10 in my club with more than 3K, think most of those have 5K, for the same reasons as Tattoogun has demonstrated, they shoot high level comps with batch tested ammo.

Our club has about 300 members and I bet there's only about 20-30 people who have > 3,000, whereas everyone has .22LR on their FAC. Sure, some clubs are more focused on small-bore than we are.

My club is wholly .22lr focussed.
I think I'm one of about 5 people out of the 50 or so members that shoot fullbore, too.

Then it sounds like you can easily justify your requirements. I'd bet it was just a mistake.

When I got my FAC for the first time 12 months ago I didn't mention batch testing (hadn't crossed my mind) and the FOE had no issue at all with an initial 1500 so much so that I wish I'd asked for a lot more. And that with only one .22 rifle.
My average (97-98 at 25yrd) is getting up to the point now where I may wish to do a batch test and then we're talking 5000. I shoot 100-150 a week indoors in the winter so 5000 would last just one summer season

When my variation came through they gave me an extra 300 x .303 I didn't ask for, instead of the extra 300 x .44 I did ask for. They were also supposed to put my muzzle-loading revolver on as a .44/.45 and it came through as a .45 instead. These things happen...

I first got my license 4 years ago, I
did ask at the time for 5000 (for batch testing) and I believe the FEO that came out to me said something along the lines of "What are you going to do with 5000 rounds, you could go to war with that many" - I had neither the confidence or knowledge then that I do now.
He did state that for most first time licensee's it's not uncommon to be allowed a max of arond 1200 (or in your case 1500) as a standard allowance. But it comes under scrutiny when asking for more.
Nice work on the average by the way... 12 months in and at 97-98 average is impressive... I've been shooting competitively for 4 years now and I still haven't hit a possible! Doh! I'm consistent and improving though, so hopefully when I do start to hit them, they'll be consistent... haha!

My last variation came back with 2 errors on, they left a gun on that had been sold and was listed on my form for a one for one and they failed to add the condition on for me to use a target rifle at a non home office approved club for a deer course.
The previous variation to that went back 3 times due to errors and actually should have gone back a 4th but I couldn't be bothered with all the hassle again, they clearly hadn't read my detailed covering letter sent in with the application or additional letters sent back with the incorrect variations.
They gave me permission for 2 rifles but no ammunition
They failed to change my registered club
They gave my wife more permissions on her mirrored to mine license
Failed to increase any of my ammunition allowances once my wife was granted her mirrored license although they agreed to double most allowances as two of use would now be shooting.
I have 4k. 22rf allowance on my license and know of one in my club that has 5k.
