I'm sure my dad was on them for high blood pressure at one time, there was no change to his license at all... :/

The bit that the doctor didn't say, or that your friend didn't repeat, was that when taking beta blockers he won't be able to shoot in competition. They certainly won't harm his ability to shoot; if anything, they'll help, which is the point. The FEO also won't care; the reason they check medical records is to know if you have a history of mental illness, including depression.
