Yes.
Drop the round in then release the bolt.
Round fires & ejects as normal, but the bolt then locks back.

There is no cut out in the upper for a mag.
The AR10 upper/AR15 lower don't index sufficiently to allow mag feed/conversion
An AR10 mag CANNOT fit in an AR15 lower
The lug spacing ONLY allows the AR10 upper to fit an AR15 lower

...I think the makers aimed it as a concept purely as a cheap way to be able to use an AR15 to shoot 7.62, albeit as a single shot.
