I'm sure I read online they plan to do it all online in the next year. So you can submit and track your progress via the web.

Reading the forms it seems that everything you send in a form the FAC goes with it, won't be a problem for me as our force are excellent and a 1-1 takes days but I can see problems for slow forces were it takes months
