Can you assist with how exactly a strip of inner tube is used to start a fire?

Is it cut in to feathers or does it come in to play after the kindling catches etc

I've got a lump of magnesium with a strip of lighter flint and a bit of hacksaw blade with it ... It lives in my fishing box .. But I would definitely take it !
