The licensing system and those charged with administering it failed...... again.
And the police wonder why they receive so much bad feeling from the public...

And here we go, Durhams newly appointed PCC is talking out of his ar@e already, his medical and criminal history were already known to the police, they just didn't do anything about it.

In an Appeal against a police decision revoking a FAC or SGC, even if you win you are unlikely to get your costs unless the police behaviour has been grossly out of order. On the other hand, if you lose they will get their costs against you. Not fair, but unsurprising.
I think the main fear is that a win in the courts is a subsequent constraint on police discretion as well as a formal demonstration that the police decision was flawd, and thus by implication the person who took the decision was incompetent. In a culture of blame and punish, such flawed thinking is, I'm afraid, inevitable. To get round it we have to change the culture, and getting away from blame and punish requires a very big change of attitudes on many levels.

You'll not change that within the modern police service. Portfolios for promotion and professional standards depts not only thrive on it, but exist purely because of it....

What the feck would a 'full disclosure' of this numpties medical record have done unless he was being treated for alcoholism or broken knuckles from beating people up?! I know i shouldn't be surprised at the 'clutching at straws-we must do SOMETHING' rhetoric by now but come on! emrolleyes
