The rumor was that this is why the Olympic Committee wouldn't give Bisley the shooting events, because of financial impropriety. Any truth in that? If so, his actions turned out to be far reaching for generations of shooters....
In 1978 I was told by my grand dad that the secret to rifle accuracy is, a quality bullet, fired down a quality barrel..... How has that changed?

Whether true or not the state of finances and the reputation of the management cannot of helped.

Nope thats rubbish - the finances were allegedly in a good state when the Olympics made up their mind.

After the cock up with the Commonwealth Games, where money promised did not appear, the NRA would have been crazy to press hard to get the Olympics.

I couldn't agree more.
I also hope that they asked for money up front for such things as Bisley Live also.

So it was just the poor reputaion of the NRA management then?

When were the finances in an 'allegedly' good state, they've been in a awful state for so long I can't remember when the NRA hasn't had a massive overdraft.
