There will be a "civilian" equivilent, or more to the point, mil spec batteries are civilian, just dressed in "green".
In 1978 I was told by my grand dad that the secret to rifle accuracy is, a quality bullet, fired down a quality barrel..... How has that changed?

99% of military cells with NATO Stock Numbers are standard cells but with just a different wrapper. Having designed and defined a few military batteries over the years it is often the case of taking standard cells and putting two or more together.
Get teh dimensions - diameter and length plus voltage and that should be a good start
