I was sure I'd seen something that said new shooters or new members in a club who hadn't got a SCC card yet could be supervised one/one on MOD ranges?
I was thinking of clubs that only can access MOD ranges and how they would train and assess new members?
I have tried to find this on the NRA site but can only see the exceptions to having SCC on guest days etc.

Yes, our new members attend and shoot on MoD ranges with the club as part of their probationary period/training/assessment.

I spoke to the man that knows at the NRA last weekend about this very problem. Probationers can be supervised by a holder of the relevant SCC/RCO/RSO/etc on a one-to-one for the purposes of assessment etc.
In this case your non-SCC members will be probationers of course.
